Why the UK’s adoption of selective disclosure and zero-knowledge proofs redefines digital trust and minimises data exposure.
Selective Disclosure in the UK Government: From Identity to Proof
Selective disclosure systems, such as SD-JWT and BBS+, enable citizens to prove specific attributes—without revealing their full identity. For the UK government, this paradigm shift reduces both privacy risk and infrastructure cost.
Departments request only required attributes (e.g., “over 18”, “UK resident”) via consent-driven APIs, while wallets present minimal cryptographic proofs. The system’s reliance on VC Status List and per-service DIDs guarantees unlinkability and traceability without central storage. Under NCSC and ICO guidance, every disclosure remains auditable, revocable, and transparent.
Selective disclosure enhances citizen trust, reduces the regulatory burden of data management, and aligns with the privacy mandates set out in the UK Trust Framework.
