Federated Identity Governance: Scaling Secure Access Across Departments
One Login allows each government department to remain autonomous while using a common authentication standard. The system is built on the principles of mutual TLS, audience-scoped JWTs, and least-privilege access enforced by departmental policy gateways. Each service receives pairwise pseudonymous identifiers, blocking cross-site tracking and reducing correlation.
Security controls include continuous token validation, real-time anomaly detection, and integration with NCSC Identity & Privileged Access guidance. Outage resilience is achieved through blue-green deployments, distributed revocation, and minimal telemetry retention—aligning with privacy-by-design under UK GDPR.
Globally, this approach reflects emerging practices in eIDAS and Open Banking, balancing federation and sovereignty. Implemented correctly, it proves that security and convenience can coexist within a distributed identity ecosystem.
