Foundational models are becoming strategic assets. Policy signalling from the EU and the UK, and coverage from Reuters and BBC Technology, underscore a push for “sovereign AI”.
Control points. Sovereign stacks require curated datasets, auditable training pipelines, verified hardware roots of trust, and deployment assurance. Guidance from NCSC AI security and NIST AI stresses provenance, evaluation, and red‑teaming. Legal levers include export controls (US BIS; UK Export Control) and IP regimes.
Open vs closed vs sovereign. Open models accelerate innovation but raise security and IP questions; closed models centralise control but risk dependency. Sovereign approaches blend curated open components with domestic training and secure deployment in trusted enclaves, backed by standards from W3C and ISO/IEC.
Defence use‑cases and risks. Synthetic ISR data, decision support with provenance, mission planning, and simulation — balanced against deception, model extraction, and dual‑use misuse. Mitigations include role‑based access, cryptographic boundaries, and continuous evaluation. Industry reporting at Defense News and The Register shows the rapid cadence of change.
Action for the UK & partners. Invest in national data estates, sovereign compute, and evaluation centres; incentivise responsible open components; and bake assurance into procurement. The goal is credible capability that partners will trust and adopt.
