AIC Launches CORTEX: Intelligence From Requirement to Report

AIC has launched CORTEX, its new all-source, multi-domain intelligence lifecycle management platform.

CORTEX has been built around a simple principle: an intelligence product should never become separated from the requirement, evidence, analytical reasoning and release decisions that created it.

Available at cortex.aic.io, CORTEX connects Direction, Collection, Analyse, Product and Feedback within one governed intelligence workspace.

It is designed for organisations that need to turn information into accountable intelligence while retaining the chain between the original question, the material considered, the judgement reached and the exact product delivered to a decision-maker.

The intelligence lifecycle should be connected

Intelligence teams work across requirements, collection activity, source material, analytical assessments, reports, approval processes and customer feedback.

When those activities are managed independently, the individual records may survive while the relationships between them become increasingly difficult to reconstruct.

CORTEX has been designed to preserve those relationships.

A requirement records the question, its decision context, ownership, priority, due date and information gaps. Collection activity remains linked to that requirement and to the authority under which a source may be used.

Original material is retained separately from extracted content. Analysts can reference exact retained passages or structured data and use those references when developing assessments.

Analysis records hypotheses, assumptions, supporting and contradictory evidence, information gaps, probability and analytical confidence before that work moves into an authored intelligence product.

The result is an evidence chain that can be examined rather than simply trusted.

From evidence to an intelligence product

CORTEX supports structured analytical work without attempting to automate away professional judgement.

Analysts can examine evidence, compare alternative explanations and make uncertainty visible. Independent analytical review is applied to exact retained content, so changing an assessment does not silently inherit an earlier review decision.

That analytical work can then be developed into editable, versioned intelligence products with genuine PDF, DOCX and structured JSON outputs.

But CORTEX makes an important distinction:

A draft is not a release.

Product authorship, analytical review and release authority remain separate responsibilities.

When a product is prepared for controlled dissemination, the release decision is tied to the exact revision, its handling restrictions and the eligible audience. If the content or audience changes, the decision must be made again.

A download is not automatically treated as receipt either. A named recipient explicitly acknowledges the exact package before their feedback becomes part of the lifecycle.

That feedback can then inform the next Direction decision: close the requirement, reopen it, retask collection or identify the next intelligence question.

Built for local and disconnected operation

CORTEX can be deployed on-premise, within private cloud infrastructure or through an approved public-cloud environment.

The core intelligence workflow does not require cloud AI.

Application services, storage, processing and optional local model assistance can operate on the CORTEX node. Offline deployments disable documented external capabilities, while an air-gapped deployment profile supports installations that require physical separation once the target environment has completed its required acceptance and assurance.

For connected environments, organisations can deliberately enable approved services such as information feeds, mapping gateways and hosted model endpoints according to their own policy.

The objective is not to force intelligence data towards a particular cloud. It is to allow the organisation to choose the connectivity appropriate to the information it is handling.

AI on your terms

CORTEX includes optional model-assisted drafting while preserving human responsibility for intelligence production.

A pinned local model can run within the CORTEX deployment, or an approved connected environment can use a configured remote model endpoint subject to the organisation's processing and handling controls.

Model assistance works on bounded, authorised data and prepares an editable first draft. Provenance is retained so the analyst can see how that draft was generated.

It does not turn a model response into approved intelligence.

The analyst reviews the work. The reviewer challenges it. The release authority controls distribution.

Informed by UK intelligence doctrine

CORTEX has been developed with the principles and terminology of JDP 2-00, Intelligence, Counter-intelligence and Security Support to Joint Operations, Fourth Edition in mind.

JDP 2-00 places particular emphasis on timely decision support, multi-domain understanding, data-centric intelligence, all-source fusion, analytical judgement and the continuing relationship between direction, collection, processing and dissemination.

CORTEX brings those operating needs into a modern software workflow while keeping authority and judgement with accountable people.

Evidence connected to the decision

The defining feature of CORTEX is not a dashboard, a database or an AI model in isolation.

It is the connection between them.

A user can move from the intelligence requirement to the authorised source, from the retained original to the exact evidence used, from evidence to analytical judgement, from judgement to the report revision approved for release, and from that release to the acknowledgement and feedback of its intended recipient.

That is the lifecycle CORTEX has been built to manage.
