Building CORTEX: intelligence with the evidence, decisions and accountability still attached

Modern intelligence production rarely suffers from a lack of information. The harder problem is maintaining the connection between the question being asked, the information collected to answer it, the evidence actually used, the analytical judgement made and the product ultimately delivered to a decision-maker.

When those stages are spread across separate tasking systems, document repositories, analytical notes, email approvals and reporting tools, context can be lost. A report may remain long after it has become difficult to establish exactly which version of a source supported a judgement, why a requirement changed, who reviewed the analysis or what was actually authorised for release.

AIC developed CORTEX to address that problem.

CORTEX is an all-source, multi-domain intelligence lifecycle management platform designed to connect intelligence production from the initial requirement through to collection, retained evidence, analysis, reporting, controlled dissemination and recipient feedback.

Its purpose is straightforward: keep the intelligence question connected to everything that follows it.

One connected intelligence lifecycle

CORTEX brings five principal areas of intelligence work into a single governed workspace: Direction, Collection, Analyse, Product and Feedback.

Direction establishes what needs to be known, why it matters to a decision, who owns the requirement, when it is needed and where information gaps remain.

Collection connects those requirements to sources, source-use authority, collection plans, tasking, attempts and results. Rather than treating collection as an isolated activity, CORTEX retains the relationship between what was collected and the intelligence need that caused it.

Material can then be preserved and processed while keeping the original source separate from extracted content. Exact evidence references identify the retained passage or data cells used by an analyst, allowing an assessment to be revisited against the version of the material that actually informed it.

Analysis provides structured support for hypotheses, assumptions, supporting and contradictory evidence, information gaps, probability and analytical confidence. Human judgement remains explicit: CORTEX supports the analyst rather than replacing the analyst.

Evidence before assertion

Traceability is central to the design.

CORTEX retains original material, extraction revisions and precise evidence references so that later reprocessing does not silently alter the evidential basis of an existing assessment.

This allows reviewers to move backwards from a judgement to the evidence used to support or challenge it, and from there to the original retained material and the intelligence requirement that initiated the work.

The same principle continues into report production. CORTEX produces editable, versioned intelligence products with genuine PDF, DOCX and structured JSON outputs, while preserving their analytical and evidential lineage.

A draft is not a release

CORTEX deliberately separates writing a report from authorising its release.

Controlled dissemination binds an exact product revision to its handling restrictions and intended audience. Independent approval remains distinct from authorship, and changing the content or audience requires a new release decision.

Similarly, preparing or downloading a package does not automatically count as receipt. A named recipient explicitly acknowledges the exact released package before feedback is recorded against it.

That feedback can then return to Direction, where an accountable user decides whether the original requirement should be satisfied, reopened, retasked or developed into further work.

The result is a genuine lifecycle rather than a one-way publishing process.

Local control with deliberate connectivity

CORTEX is designed to run on-premise, in private cloud infrastructure or in an approved public-cloud deployment.

Its core application, storage and processing can operate locally, and an Offline deployment policy disables documented external capabilities. An air-gapped deployment profile is also available for installations where physical isolation is required, subject to the acceptance and assurance of the intended environment.

Connected deployments can enable approved feeds, mapping services and model endpoints under organisational policy.

This allows the deployment architecture to follow the information environment rather than forcing the intelligence workflow to depend on a public-cloud service.

AI assists. People decide.

Artificial intelligence is an optional capability within CORTEX, not the foundation of the product.

A local model can be operated on the CORTEX node, while approved connected deployments can use a configured remote model endpoint. Model assistance can prepare an editable first draft from bounded, authorised data with generation provenance retained for review.

The analyst remains responsible for interpretation and editing. Analytical review remains a human decision. Release remains independently controlled.

There is no requirement for cloud AI to operate the core intelligence lifecycle.

Doctrine-informed by design

CORTEX has been developed with the principles and terminology of Joint Doctrine Publication 2-00, Intelligence, Counter-intelligence and Security Support to Joint Operations, Fourth Edition in mind.

Its workflows reflect requirement-led direction, accountable collection, all-source evidence, analytical uncertainty, review, production and dissemination while recognising the importance of timely intelligence, collaboration, data-centricity and multi-domain understanding.

CORTEX does not replace professional tradecraft or organisational authority. It provides the digital environment in which those responsibilities can be exercised, recorded and reviewed.

The outcome

AIC has created a connected intelligence environment in which the requirement, source authority, original information, retained evidence, analytical judgement, report revision, release decision, recipient acknowledgement and subsequent feedback can remain part of the same traceable lifecycle.

Rather than another repository for intelligence documents, CORTEX is designed around the work that produces them.
